Background
Climate change is increasingly recognized as a human rights issue, disproportionately affecting women, youth, indigenous peoples, persons with disabilities, and vulnerable communities. While global climate policies emphasize participation and inclusivity, many stakeholders still face barriers to meaningful engagement in climate decision-making processes.
Recognizing this challenge, a technical session at COP28 focused on strengthening awareness of rights-based climate action and promoting practical approaches for inclusive participation in climate governance.
The session aligned with the growing international recognition that climate policies must uphold human rights while empowering communities to become active contributors to climate solutions.
Challenge
Several implementation gaps continue to hinder inclusive climate action:
Limited understanding of the relationship between human rights and climate policy.
Insufficient participation of marginalized communities in climate decision-making.
